    China adopts the management mode of approval license for hazardous waste enterprises, which includes the scope of treatment and the approved capacity. China's hazardous waste industry started late, a variety of small and medium-sized companies have entered, but there is not enough technology accumulation, so only a small number of qualifications license. At present, more than 90% of China's hazardous waste disposal enterprises can handle only 5 kinds of hazardous waste.

    Professor Wang Pingfang of Northwest Normal University pointed out: "There are 1,809 hazardous waste disposal enterprises in China, with the disposal scale of up to 1,210 enterprises under 20,000 tons. The industry is small, scattered and chaotic. The market share of the top ten hazardous waste disposal enterprises is less than 10%. According to the license, 62.3% of the enterprises with less than 10 kinds of hazardous waste disposable accounted for, while only 1% of the enterprises with more than 25 kinds of hazardous waste disposable.

    Sheng Yongning emphasized that there are many kinds of dangerous wastes, which are difficult to deal with and require very high technical requirements. Different kinds of hazardous wastes contain a wide range of hazards, so each kind of hazardous waste requires different disposal techniques and qualifications. However, due to the lack of sufficient technical capacity, small and medium-sized enterprises are prone to deal with non-standard and incomplete phenomena, resulting in secondary pollution to the environment.

    In addition, Sheng Yongning introduced that there are 479 kinds of hazardous wastes stipulated in the list of hazardous wastes published in 2016 edition in China, which is still a big gap compared with foreign countries. For example, there are 802 kinds of hazardous wastes in Russia, 20 kinds in EU, each of which is divided into 839 kinds according to the production process and the waste and the material composition contained in different process, and 926 kinds in America. There is still much room for improvement in the disposal of hazardous waste in China.

    In recent years, the number of hazardous wastes in China has increased year by year. According to the annual growth of 8%, the number of hazardous wastes will reach 62 million tons in 2020. "In the future, China's hazardous waste treatment industry will work hard on reducing, harmless and resource-based hazardous waste, through technological progress, independently develop hazardous waste treatment technology to meet domestic needs." Sheng Yongning said.

    Promoted by the state's strict environmental protection policy, the price of hazardous waste treatment remains high. The hazardous waste treatment industry has ushered in a "window period" of rapid development, and has become a new hot spot of domestic investment. Some experts believe that with the further opening of the market and the intensification of competition, leading companies with technological and financial advantages will gradually grow further through mergers and acquisitions, the future market value of more than 100 billion enterprises may soon be born, the domestic hazardous waste treatment industry "small scattered" pattern may change.

    Wang Pingfang told reporters that environmental supervision and law enforcement gradually become stricter, greatly increasing the cost of environmental violations in enterprises. At present, the awareness of the importance of environmental protection work by hazardous waste producing enterprises has been continuously improved, and the willingness and initiative of environmental protection investment have been enhanced unprecedentedly.

    Sheng Yongning said that environmental protection listed companies, for example, from 2017 to the end of June this year, 61 cases of mergers and acquisitions, 24 involved new business, nine of which entered the hazardous waste disposal industry.

    Wang Weidong, deputy director of the Condition Guarantee Department of Lanzhou Chemical Research Center, said that hazardous waste treatment enterprises should strengthen their contacts with hazardous waste producers, timely grasp the production and storage of hazardous waste, do a good job of service, and help chemical enterprises solve their worries.
